The Ministry of Education wishes to pay tribute to Mr. Christopher George, who was a long standing member of the Teaching fraternity here in St. Vincent and the Grenadines.
Mr. Christopher George began his service in the formal system as an Educator at the tender age of 19 in the capacity of Student teacher, and he used the opportunities which were available to him to advance his teaching career. Our records indicate that he successfully completed the Certificate in Teacher Education in 1987 and then served as a Qualified Assistant teacher. He then pursued and completed a Diploma in Theology and by August 15th 2007, he was elevated to the post of Headteacher (Ag) at the Westwood Methodist School. In 2009, he obtained a Bachelor of Arts Degree (with first class honours) from the University of the West of England. During the period March 2010 to January 2012, he was appointed on promotion to serve as Headteacher of the Westwood Methodist School.
The Communities of Westwood and Chateaubelair and the nation by extension have been blessed with a teacher, an administrator, a leader, who was committed to the holistic development and growth of the students placed in his care. He developed a wide range of experiences in the education system as a result of the schools and areas in which he served in this blessed island. His many students, from the Buccament Bay Secondary, Petit Bordel Secondary and the Westwood Methodist School have much to be grateful for, particularly with respect to the quality of his instruction, his Christian principles, and the depth of his pastoral care, his personal touch and his quiet sincere manner. His love for his students extended to tutoring them in music at his home in Chateaubelair, continually using his talents and expertise to help them empower themselves to face life’s many challenges.
The Ministry of Education is grateful for his dedicated service to the development of this nation’s children and teachers, for nurturing them during his thirty years as educator, leader, administrator and friend.
The Ministry of Education therefore extends condolences to Mr. George’s widow, his children, relatives, teachers and students of Westwood Methodist School and the immediate community, and shares in their loss at this time.

The Finance Minister said that this year will see a stricter enforcement of the VAT Act and Income Tax Act regarding collection of unpaid amounts

During his 2012 Budget Address on Monday, Prime Minister Dr. Ralph Gonsalves disclosed that the VAT revenue of this country has declined considerably since 2008, decreasing from 153.54 million dollars in 2008 to 132.30 million dollars in 2011. In order to combat this severe reduction, Dr. Gonsalves announced that his government will be putting measures in place to ensure that persons who are supposed to be paying Value Added Tax (VAT) make their payments.

According to Gonsalves, the decline in VAT revenue comes as a result of the global economic crisis, along with the increases in the exempt and zero rated items. He stated that other factors contributing to the decrease in VAT collection are the level of compliance by VAT registrants, and the increase in fiscal concessions granted.

The Prime Minister said that his government will not sit back and allow such behavior to flourish, while adding that a number of measures will be implemented to reverse the downward trend of VAT revenue collection. Gonsalves also stated the importance of correcting the weaknesses in the administration of the Value Added Tax here.

The opposition parliamentary representative for the Northern Grenadines Godwin Friday in parliament yesterday morning said, such a tax increase is too much for the people of this country right now.

It has been said that a 15 percent property tax increase on the people of St. Vincent and the Grenadines is absolute wickedness. Friday says as it stands most Vincentians are unable or are struggling to pay their property taxes and a tax on the people at this time is unconscionable, especially given that Prime Minister Dr. Ralph Gonsalves is asking for a vehicle for 80,000 EC dollars.

Friday said if persons can’t afford to pay their property tax now would they be able to, following the 15 percent increase. He is asking whether or not Vincentians will see a fifty percent increase in property tax next year.

Parliament needs to come clean with the people of St. Vincent and the Grenadines. This is according to the opposition leader of the New Democratic Party (NDP) the Hon. Arnhim Eustace during his budget address on Tuesday.

During his rebuttal to Prime Minister Dr. Ralph Gonsalves’ budgetary speech on Monday, Mr. Eustace called on parliament to be truthful with the people of St. Vincent and the Grenadines.

The opposition leader said that Dr. Gonsalves told the people of this country that they will see an 8 percent increase in economic growth for 2011 while telling officials from the International Monetary that the country would have negative growth in 2011.

He also mentioned that the decline in the profitability of the National Insurance Scheme (NIS) is appalling. The opposition leader said that while he expected a fall in profit because of the CLICO fiasco, he was struck that the NIS net income has fallen from 27 million in 2008 to a mere 5.6 million in 2010.

The opposition leader said the NIS is on institution that the government should not allow to go under.

A duly constituted meeting of the Public Service Union (PSU) was held on Thursday January 5 to review the government’s proposal to postpone to June 2012 the payment of the legislated three percent in salary and wages increase that was due in 2011

. A duly constituted meeting of the Public Service Union (PSU) was held on Thursday January 5 to review the government’s proposal to postpone to June 2012 the payment of the legislated three percent in salary and wages increase that was due in 2011.

Among some of the issues that were considered in respect of the postponement of the increase includes, the initial intent to pay the increase effective January 2011 and to which the unions agreed to three postponements to December of the same year.

Consideration was also given to a no increase in wages and salaries for 2012 for public servants. The PSU said it is not enough for the government to say it cannot pay but to demonstrate good will by finding the means necessary to honour its obligations, and to provide some relief to public sector workers in these trying conditions.

The PSU is therefore calling on the government to give due consideration to the PSU’s proposal proposed at the December 8th meeting in 2011, which includes paying a negotiated portion of the three percent in January of 2012 and paying the balance due in December 2012 retroactively.

The PSU is soliciting the support of the other public sector workers notwithstanding the decision of some leaders to accept the postponement of the proposed increases unconditionally.

The SWMU is also reminding consumers that white goods must be placed at the usual waste collection point from 6am.

The Central Water and Sewage Authority/Solid Waste Management Unit (SWMU) yesterday announced its free white goods collection service on St. Vincent.

A release from the CWSA says the week of Monday January 16 to January 21, the Solid Waste Management Unit will collect white goods on the same day as the regular garbage collection day for each area.

The SWMU is also reminding consumers that white goods must be placed at the usual waste collection point from 6am.

Jamaican born Wesley Alexander- James is the new Acting High Court judge in St. Vincent and the Grenadines. Alexander- James took the oath earlier this week to serve in the High Court as a judge for a one year period.

At the swearing- in ceremony, Alexander- James expressed pleasure at the welcome he has received since coming to St. Vincent and is hopeful that this warm reception will continue for his one year tenure here.

The new High Court judge said that he intends to bring change to deal with the backlog of criminal cases here, describing this backlog as a “Caribbean phenomenon”.

Meanwhile, Justice Bruce- Lyle said that James’ contribution to the country will assist greatly in the system of investigating and solving the many criminal cases that currently exists.

Honorable Daniel Cummings parliamentary representative for West Kingstown announced to the nation in his speech, that there will be increased in water because the government of this country, does not pay its bill to the CWSA; and owes in excess of 3 1/2 million dollars.
Cummings added that when talks of loans are being mention, it is we who are paying our water bill, are now asked to subsidies the government and pay higher rates, simply because the government did not pay for the excellent service that is provided by the institution.
Additionally, Cummings further explained that CWSA Solid Waste policies were not properly carried out by the government under the World Bank project with effective management of solid waste. He said they are also bleeding because of the burden of solid waste which should not have been.

“Why is the government not telling the people the truth on the cross country road” is another question raised by Daniel Cummings.
Cummings said in the capital estimate on one hand the project is unhold but in the projection, what they are going to do is to complete a feasibility study.
He further questioned is it unhold or is it continuing. He then ask rhetorically if the government is afraid to tell the people that it wasn’t real or if not tell us what is real.

Governor General Sir Frederick Ballantyne said the government of St. Vincent and the Grenadines remains firmly committed to preserving and bolstering the country’s fragile economy.
His comments came while delivering the ceremonial Throne Speech ahead of presentation of the 2012 National Budget Address by Prime Minister and Minister of Finance, Dr. Ralph Gonsalves.
Sir Frederick said the Vincentian economy experienced a slow recovery at the end of 2011, despite the challenges poses by the global economic downturn and a series of natural hazards in recent years.
Sir Frederick said he government will continue to invest in the education sector as it moves towards the creation of a knowledge-based society.
